I have not used it for many years but it seems overcrowded. I suspect the issue is of overcapacity than underutilization. Also, we know about the Babri mosque dispute from colonial records. So the dispute existed from atleast 18th century, it is hence historical.
For delhi you're right, in kanpur metro is build over the main road in use in kanpur from iit kanpur to hallet hospital to railwaiy station on which autos has been running since 20-25 years and they have cheaper rates. So it is empty mostly. This much money could be used to build underpasses or overbridges because entire city is divided into 2 by railway track and usually 3 hours day time goes to a toss daily because of closed signals as train passes through
