On The Flight Deck - Catapult 4 Bow Safety

The purpose of the Bow Safety is to ensure it's a clear deck in which to launch aircraft. In this case, the Bow Safety Observer can see all the way down aft the track, a long with port and starboard side of the track. In case there is any reason not to launch, they can suspend the jet.
