Having read various English translations of Karma Kagyu texts, I note the sometimes extreme variations (for example the Vajrasattva mantra or of Santideva's Bodhisattvacharya). I attribute this to no centralized authority in the west (like the Tibetan governmental edicts you mentioned in your talk) to standardize the translations. Does this potentially dilute the efficacy of the texts for western practitioners? And, thanks for your interesting research into this largely unknown topic area.
