I faced the same problem (HTC 10). After a logout from my Google account i couldn't sign in again. However i solved the prob much easier. I followed this steps: 1) SETTINGS> ACCOUNTS &SYNC> GOOGLE ACCOUNT> REMOVE ACCOUNT. 2) after removing all the accounts press ADD ACCOUNT and voilà. Thas how i bypassed my G. Account. I hope it works for you as well.
For android 7.1.1 follow the same step then after you are done with the steps and you're point where you tap the back button to get back to the setup wizard then hard reset the phone for full removal because it won't skip just like it did on 7.0, thanks for the hint bro!
