Unfortunately, you cannot use it where the rows are randomly reordered. (I assume that is what you mean?) It would be great if matching gave you headers then this would possibly solve the issue and be a much more useful way to present this type of question.

Hi! I was wondering whether it is possible to allow students fill in the blanks in the table without it being a quiz. So students are free to fill in whatever they want. And he answers are saved. Would love to know if this is possible.

I wish there was an easy way to do this but at this stage, I don't know of any solution to allow table data to be stored in a quiz question.
The best we have found so far in Moodle is an Essay question type with a table added to the Response Template section.
