I think toggle would be the best option, some people like to build massive bases that requires the loot respawn, while others like to play a harder more survival based approach to it.
I say toggle provides the best of both worlds. If I’m beating the game like normal I’d want respawning loot to be off, but if I’m building a huge base I’d want it to be on. Can’t imagine not having rope for bone armor.

I think just on or off is too black and white, they should have increased options so you can choose how you want to play.

There are unlimited cannibals so you need unlimited supplies

You can only collect one turtle shell at a time. The game let's you take more than one but only 1 will appear in your inventory

I think loot should respawn when playing on normal/peaceful difficulty but not when playing on hard difficulty.
loot should def be on a toggle. let folks play the way they want to play
