Passive: When enemy champions kill one of Akshan’s allies, they are marked as Scoundrels. When Akshan gets a takedown on a Scoundrel he gains bonus gold, all allies killed by the Scoundrel are resurrected at their base, and Scoundrel status is removed from all other enemies.
Active: Akshan becomes camouflaged for a short duration, or indefinitely while near terrain. During this time, Akshan can see trails leading toward Scoundrels and gains move speed and mana regeneration while moving toward them.

In regards to the Aatrox vs. Kled matchup (Top Lane that is) it is a fairly common misconception that Kled would theoretically (on paper) win this laning phase as he has healing reduction, a debuff that is normally associated with being beneficial vs. a champion that heals in high amounts such as Aatrox. This was the case many patches ago, however, in actuality Aatrox has received so many consecutive buffs and Kled himself has received so many consecutive direct and indirect nerfs, that the lane is not quite so easy anymore. Aatrox's passive, less commonly known as "Deathbringer Stance" deals 5-12% maximum health bonus damage on top of the auto attack damage itself, while also healing himself for 100% of that damage. This massively damages Kled due to his overwhelming weakness to %max hp damage, and allows Aatrox to easily go defensive runes/items early on to essentially ignore Kled's early damage while being able to easily trade back with a simple auto attack which, combined with his sustain from this itself and his runes/items, forbids Kled from ever being able to fight early game while also forced to accept the knowledge that he is falling off comparatively to the Darkin every minute. Due to the aforementioned reasons, I would personally say the Aatrox vs. Kled matchup is not so favorable and in my opinion, would advise against locking Kled in against him.
TL;DR: Aatrox > Kled

I remember when I first played Kled the first time he dropped in league. I got a quadra kill, almost had a penta by myself, before they nerfed him and his R was always max range so you could just ult back to lane to fix your wave. But they nerfed that and his ult is like, doo doo. My favorite quote of Kled is “Even if I lose, I win! Just means I get to come back and kill you later!”
