can i ask why in the seated connection the cleat angle can't act as moment connection? i saw the video but if in design the bolts/welds in the cleat to manage with the tention force (of course also stiffner in the column) what is the concerns in that matter?
in the seated angle it's only compression so it's not a major problem to deal with those force/

Generally we know that bottom flange will under go tension and top compression
