windows vista crazy error that i'm not even going to bother finishing

first crazy error with premiere pro. It is HARD, that's because i have 2 separate layers, one is the error, and one is the blur. This method is extremely inefficient, as it also causes premiere to lag A LOT (almost to the point where the project doesn't open anymore), which makes it very hard for someone like me to work on. I've created 8 separate projects just to get this far. If you have some ideas lemme know maybe? thanks
