खातियान आधारित नीयोजन नीति पर एक मुंह दो दांत वाली कहावत चरितार्थ होती दिख रही है, माने ये कि हेमंत सरकार ने 1932 आधारित नीयोजन नीति के तहत झारखंड के युवाओं को रोजगार देने की बात कही थी लेकिन अब सरकार उससे पीछे हटती हुई नजर आ रही है, दरअसल, सोमवार को विधानसभा में सदन की कार्यवाही के दौरान प्रश्नकाल में जब रामगढ़ विधायक सुनीता चौधरी ने नियोजन नीति को लेकर सरकार से सवाल किया तो सरकार ने कहा कि राज्य सरकार की नौकरियों में 1932 आधारित नीति लागू नहीं होने तक 2016 की नीति पर ही नियोजन होगा. मतलब ये कि जिस नियोजन नीति की मांग लंबे समय से सड़क से लेकर सदन तक उठती रही थी . जिस नियोजन नीति की मांग पर सरकार को बैकफुट पर आकर निर्णय लेना पड़ा था कि 1932 खातियान आधारित राज्य में नियोजन नीति को लागू किया जाएगा. जिसे लेकर सरकार ने सदन में बिल पारित किया अब लगता है वो महज कागजी वादा था. क्योंकि सरकार ने खुद इस बात को स्वीकारा है कि झारखंड में 2016 की नियोजन नीति के आधार पर ही अभी नियुक्तियां की जाएगी. बता दें कि विधायक के सवाल के जवाब में राज्य सरकार की ओर से बताया गया कि सरकार झारखंड कर्मचारी आयोग कुल 47139 औऱ जेपीएससी 1600 पदों पर नियुक्ति की कार्यवाही कर रहा है. आगे कहा कि कार्मिक, प्रशासनिक व राजभाषा विभाग के 18 अप्रैल 2016 की संकल्प संख्या 3186 में झारखंड के स्थानीय निवासी की परिभाषा व पहचान निर्धारित की गई थी. संकल्प 9567 के जरिए अन्य सभी मामलों में समानता होने पर झारखंड के स्थानीय निवासियों को नियोजन में प्रथामिकता देने का निर्णय लिया गया था.

Let us tell you that in response to the question of the MLA, the state government told that the government is taking action for appointment to a total of 47139 posts of Jharkhand Staff Commission and 1600 posts of JPSC. Further said that the definition and identity of the local resident of Jharkhand was determined in Resolution No. 3186 of 18 April 2016 of the Department of Personnel, Administrative and Official Language. Through Resolution 9567, it was decided to give priority in employment to the local residents of Jharkhand if there is equality in all other matters. In response, it was also told that Bill 2022 was passed by the Legislative Assembly to extend the definition of local persons and the resultant social, cultural and other benefits to such local persons, the bill has been sent to the Ministry of Home Affairs, Government of India by the Governor for consideration.
