If you mean the Burning Blade Cutlass (now called the Blade of Souls) you can only get that by sinking the Burning Blade, but you can only use it as a melee there and then (set fire to people with it but have to drop it can't stow it) and then you can sell it to an emissary for 7,000 Gold on it's own or 13,000 Gold for every ritual completed. If you mean the cosmetic Burning Blade Cutlass you earn that as a reward for completing The Lair of LeChuck.
You can unlock some yes, but there is a lot you can't do, like any involving other crews, Hourglass, Emissary, Reapers or Athena’s Fortune etc. You can easily see which ones you can not do as they are locked with a little ship next to them that says 'Only available in High Seas.'
I think the second obsidian bones are unlocked at lvl 500 of servents unless they changed it since lunch

Yeahh, it sucks! Hourglass is such a massive grind. Luckily you don't need to do any hourglass for the awesome ship cosmetics though.
