Are those temps safe for gaming ?
yes more than enough, gaming at 80c vs 40c will not affect your lifespan

If GPU reaches 85c then maybe disable OC mode

yes more than enough but not anything higher wattage than the i5 13400F

Turn everything on max settings and then limit ur fps
