Depending on the engine bay, engine and turbo it's unavoidable to pipe your external wastegate back to the exhaust hence the pipe. That stuff doesn't open until you've reached the maximum psi you want, so unless you're laying the gas hard you're not begging for attention.

It’s an exhaust coming from an external wastegate. “Screams” when the wastegate opens up.

No, that would be a normal exhaust that had no cat, I believe. This is a wastegate on a turbo dumping into the atmosphere.
