There was also an occasion in the early 80s where Savile was leering at Joanna Lumley, she felt very uncomfortable, so he was banned, never to appear again on the show.

Conner Hanks I don't know the full story behind it, but I think the reason he didn't wanna do it was because he wanted to distance himself from Doctor Who and he didn't want to be too recognised as The Doctor, especially since he was playing the part for 7 years. Something along that line. I dunno.

So in a failed attempt to distance himself from the part, he would not participate in anything Who-related throughout the 80's. Eventually he realized that distancing himself wouldn't really change anything, and there's no point in leaving something as beloved as Who, so around the 90's he started coming back as it.
Karl Hiramanek Tom did got some work during this time but not enough that someone as great as him should do but I agree that it has to link with the actions that he took during that time. Funny that Tom cared about Doctor Who after it was axed in 1989.
