I work for lockheed martin as a subcontract manager. We definitely make missiles. But we also definitely sub out the work that we dont want to make ourselves.

Lockheed actually does make missiles…Yep
Lockheed may subcontract work out, but they still do some of the work. Also, Lockheed Martin is not a small business. their contracts are not subject to the limitations on subcontracting. In fact they are required to sub out to smaller businesses. You can't use them as a fair comparison. They are not middlemen. When you are a small business and bid on contracts in small business set asides, you are bound to the limitations on subcontracting. You can't just sub out all the work. You as a small business will not be working large contracts like Lockheed Martin.

I think some people don’t like to share the pie, thus their thought process is always going to be one-dimensional.
With the middleman strategy, does it matter if you apply for state, federal or local government contracts?
You can use the strategy at the local, state and federal level. However, I only teach the federal level at this time.

To make sure I understand regarding the middle-man strategy: If I win a contract that has a set-aside, say Service Disabled Veteran Owned Business, my sub also has to have that certification to perform the work, correct?
No. If you’re not a vet you can’t just bid on it because you sub is a vet. It doesn’t work that way.
@@WesFisher Wes I think you misunderstood his question. He's asking if he already won the contract that's a SDVOB, does his subcontractor also have to have an sdvob. The answer is no, so long as you're certified to win the award, your sub does not need the same certification.
