I think they used Mr. Super Clear uv flat or liquitex matte varnish spray, water color pencil I don't wanna say the brand but its quite popular for face up artist :) it's either Gouache Paint and acrylic paint for the final touch up. I hope this help :>
So the reason to use chalk pastels and watercolor pencils is because the oils in both can stain the vinyl and ruin the head I'd recommend picking some student grade stuff it does the job and doesn't break the bank
