How come Makoto and Fukka aren't in this game?
Fula has no combat abilities (Rise kinda doesn't too, idk why she's in it). Makoto's path pulls him too far from his team at the end of his game. Play a version of P3 to find exactly what.

Full explanation, with spoilers:
Sho Minazuki was a test subject of Shuji Ikutsuki. He had a Plume of Dusk put inside him as part of an experiment, and this caused the second personality "Minazuki" to develop. Sho's goal in this game's story is to effectively re-enact the Fall, complete with Tartarus and the Dark Hour, and that's why the background is like that (except this Tartarus is in Inaba, and replaces Yasogami High).
When Minazuki mentions "his world" or "that boy", he's referring to Sho (who is effectively unconscious when he's the one in control of their body). The P3 protagonist is still dead, and this is alluded to a few times in the story iirc.

This comment's been out for a while, so I'll tell you this at the risk of you having already found an answer. For one, Ultimax is a sequel to base Arena, not a remake if that's what you're thinking. For another, it has more playable characters and the addition of being able to play as most character's Shadows (although they're probably fakes and not the actual Shadows, but I digress). It also comes with Adachi, Margaret, and Marie as DLC characters.

Monado Ace aaaaaand dont forget Labrys has a second shadow which has her persona demon like, and unlike the other shadows, this one is different to herself and other shadow. (Different supers, etc)
