There is no dominant power in SCS. The naval forces of nations led by US is routinely conducting "freedom of navigation" patrol in the SCS where the US led group sends their naval forces ready to respond to any threats by the PLA. On the other hand, it is a different story in the West Phil sea where the Chinese is unimpeded and unchallenged in what ever it is that they want to do. The countries being bullied by China like Japan, Australia, and India have joint forces in facing the threat posed by the the Chinese illegal claim under the leadership of US Vietnam has allowed the US naval forces use of their port for what ever case may be. Of all the Asean nations, only the Philippines remain to allow the abuses being done in the country's EEZ per policy of the current administration. There will be a change in foreign policy after the next election. Recent events that unfolded revealed how much influence China have with the current administration.

The Philippines was a Spanish and then US colony. They set its boundaries but did not include any islands in the South China Sea as they knew the islands belonged to China.
