    Take the lid off of a small box with support arms and attach it hinge side down to the side of the layout. Then when you want to use it as a shelf fold it down. Make sure that it has 2 support arms. Just a thought.
    It could be built but finding a small box in a hobby store or online would save time and probably be cheaper than the materials. You could get jewelry box support arms, a small piano hinge, and a small piece of plywood. Amazon for everything but the plywood. Then again Amazon has hobby wood that may work. I only suggested Amazon because time and cost over running to different stores.
    A fold down shelf that stops when level seems better than a detachable shelf. With sides on the shelf done to the right dimensions it would fold up against the layout with no air gaps. A small hook and loop to hold in place could also be installed so it doesn’t fall down when not in use or moving the layout.
    Just an idea to get the brain gears moving in a different direction.
