It is called a caretaker government and only carry until new lok sabha is not elected. As soon as a new look sabha is elected, they resign.
It is just for administrative purpose that they carry on as it is.

A minister(COM) can vote only in his house(where he is member)...but he can't vote in other house....i.e. Sudhanshu trivedi is member of rajya sabha...so he vote only in rajya sabha proceedings...not in lok sabha....
