For that you have to contact your university. A block account only holds the amount mentioned by german authorities. For semester fees payment contact your private university.

After submitting both transfer proof and Signed A2 form, it is showing only 50 %. Anything else I have to do ?

Do Rtgs by visiting the bank branch. After transferring money ask the branch, stamped transfer slip of the RTGS. That's all.
