In those major events, you can see some tasks like this - use construction speedup, use research speedup, use training speedup. That time, if you use speedup, you will get points in those events. On other time, don't use speedup, just save them.

does the skill level matters in arena? for example 1 hero has 4 stars but weak skill level and the other has 3 stars but max out skills..
Yes, skill level highly matters. Heroes with skill levels work better than heroes without skill
