It seems ember guns are good at killing tanky mechs from the front due to the overheat effect, and has a very quick reload! On the other hand, fragment guns are good when using the bonus damage from shots on the back of them mech. Both do explosive damage, but they do have some drawbacks. Like ember guns needing a few shots to apply the overheat effect, or fragment guns long realod time. The best strategy for both is to try to flank your enemies for bonus damage and the advantage of first strike. Both of these guns are good on light, fast mechs, but I have a strong bias for ember guns because they reload faster 😅 Anyways, the best stats mean nothing if you're not having fun, so try all of the weapons and see which one is the best for you!
