The Hashiras broke the deal by killing Nezuko on the grounds of assault when it should only be jail time for her. The agreement said that if the agreement were to fail, Tanjiro, Giyuu, and Urokodaki are to stab themselves in the stomach then as tradition have another slayer stab their neck. The Hashiras broke the deal, so Tanjiro did too by skipping the stomach and going straight for the neck. Now Muzan wins. Hashiras got karma.
