I would have expected Varric, of all the people, to actually understand Sera's organisation. It's not hard. They're not a formal organisation, they just kick back however they can. And 'more organisation' just means a greater chance of the whole thing getting ripped to shreds. Sera's group has their place, it's not useless just because it doesn't solve everything. Throwing sand in the cogs is just as important as the big revolutions.
