the accelerator just accelerates joe's movements -- it just gives him the ability to be somewhere faster and do more things per second there's not much science behind it as there is science fiction, with only physical limitations being what it's like moving at that speed without problems due to said speed
you could say for that particular instance he strikes the air with enough force to launch him like a double jump or a bird flapping its wings. this doesn't work in the space scene because there is no atmosphere to kick off and it may not be used as often due to not being easy to control. this isn't an answer that'd explain everything but it's somewhat reasonable

"009 Re:Cyborg" is an old movie from 2012 that came out that tried to conclude the story of Cyborg 009, interpreting the leftover notes from Ishinomori and how he wanted to end it before he died, going out fighting and defeating gods. If you end up watching it, that's the main reason why there's a lot of themes surrounding "God" and other religious themes, but I wouldn't recommend watching it, due to how it felt as if the writers didn't even know where to go with the story, and many phenomena having no real explanation, meaning, and whatnot. If you're aware of Ishinomori's notes and plans, then some of it make sense, but even then, it's not written well, and I think both fans and creators consider this to be a bit of an embarrassment on the franchise. But if you are interested in the special effects, concepts, animation, action, and music, you might find some enjoyment out of it, as I had.

I'd say most 3D animation should just drop the "trying to emulate 2D" excuse with low frame rate animation. The models look great but I think (subconciously) most people can differentiate how 2D drawings and 3D objects should move. It's jarring. Unless it's fast-paced and/or heavily stylized like Into the Spiderverse (lots of contrasting color) or Guilty Gear (lots of flat angles, heavy shadows), then I think somehow they kinda "trick" your perception and ended up working much better. A shame too because, again, the models actually look nice and Kenji Kawai's OST here is really great.
As a kid I loved watching the anime for Cyborg009 seeing this guy outrun a nuke explosion in a different style is awesome! Thanks
