id definitely say fromsoft or larian. Both companies literally haven't made a single bad game imo obviously some are old and dated but back in the day ds1 broke the internet and has spawned dozens of clones some better than others and literally has a genre named after it with "sould-like". There's no "hearthstone-like" or "overwatch-like". The games Blizzard made were for sure top of the genre in their prime but didn't create entirely new genres single handedly like fromsoft did, and Larian tbh just hasn't made a single game that's lower than an 8/10 for me which to be fair they haven't made that many games but they always pump out QUALITY. But fromsoft has won so many game of the years it feels just downright incorrect to not give it to them.
I think both of those are amazing but like, they are relatively new when comparing to some like CAPCOM who's been making some of the best games ever for more than 3 decades now, they had their bumps in the 2010s but before that and nowadays, they make some of the best games ever

My answer to the best developer gotta be Supergiant Games - not only Hades was amazing, so was the Bastion, the Transistor. The Pyre was really creative and maybe the only step-down due to experimental nature of the genre
Nintendo > Valve > Capcom > Blizzard. If you had have asked me 10 years ago I would have said Blizzard at the top, if they had have stopped making games 10 years ago would still be at the top. Over the last 10 years they have had nothing but misses, really drops their overall score.

If you don't consider recent failings as negative for the greatest developer of all time list then EA would have ranked very high despite being awful in modern times. Blizzard did great things but has stumbled more than succeeded in recent history Diablo Immortal being an awful mobile game cash grab did a lot of damage to their standing, combine that with lackluster Overwatch 2 patches including the cancelation of PvE, and some awful Hearthstone expansions like Stormwind and suddenly Blizzard isn't actually that great.
I think CAPCOM is def the best one, they had bad patches of games, but they have also been trend setters for things such as Street Fighters, DMC, and Megaman. Not to mention Monster Hunter, MVC, and other titles they have had over the years that are bangers.

Despite the name being coined after the game "Rogue", the rogue-like genre's contemporary form was established more by The Binding of Isaac, Slay the Spire, Dead Cells, Don't Starve, etc. Those games are genre-defining. Rogue was also genre-defining. There isn't necessarily a single defining game in any given genre, so to say whosoever invents it is the same thing is silly.

Nintendo clears, I'm afraid, they are the only developers with two games with more than 250 million copies sold.
