Yes, parallel with the pipe is flowing. In that clip when I sprayed it, the gas was off to prevent extra leaking while I grabbed the soap bottle. Just make sure to turn it on once coated with soap to check for bubbles.

I had the same question. Soap solution doused the lines where I could smell the leak, but all it did was foam and drip. Nothing like the video shows. My mixture was about 1 part soap 5 parts water, so I'll increase the soap and recheck.
Best way to test for leaks is with a low pressure, pressure test using a manometer. This is the 21st century, electronic tick rate gas detectors are the way to go and soap used to pinpoint.
Don't follow this guys instructions, first he turn the gas valve to the off position so how can you test for gas leaks when the gas is turn off? Secondly he had the channel locks in the wrong directions thereby making it easier to strip the fittings.

None, flared fittings require no pipe dope or Teflon tape, that will just mess up the seal.

Soapy water should not be used on gas lines. They can be corrosive. You should use only leak detector fluid.
