I'd be interested if he landed in the fire nation instead. Fire bending and ki manipulation are not too different, and he might try to imitate the fire enders and accidentally making a ki blast instead of fire. That combined with the tail and monkey werewolf thing, and people might think that he's the vessel for a powerful spirit. He would probably end up presented before the Firelord, and the fire lord would definitely try to use/manipulate this kid into being a weapon for the fire nation, definitely encouraging his Saiyan instincts for battle and bloodshed.

Would a tail on an ape really be that bizarre of a feature in the Avatar world? They have platypus bears and all sorts of other mix-and-match critters. An ape-monkey would probably only be all that weird in how similar the animals are.

One small problem, at the end during the raid of the north water tribute the moon spirit got hurt and the moon faded from the sky so Goku can go great ape because there's no moon
The moon spirit would be dead for some time, but the moon itself wouldn't be physically destroyed.

if theres no light from the moon then theres no blutz waves to trigger the transformation
