Yes just draw your design using a light colour like white. And place the plastic on top on your fabric

The technique is called Tambour Embroidery or Luneville Embroidery. The beads are threaded onto your thread and then you use a tambour hook making a chain stitch onto the fabric while also attaching the beads one at a time.
