Anybody that's actually capable of planning will set aside time for it, and will know roughly how long a game is going to take. Just because _you_ don't plan card games with your friends, doesn't mean that no one else does.

if you place a 9 then two 1’s in a row do you get to take 7 cards (from other players), drop 3, and take the other 4 to throw 2 cards at 2 different power towers, 1 at the floor, and with the other 2 power towers make a square before throwing the last card at the power tower square, and declare that you won the game?
How about they just make a version of Uno that’s actually fun to play? (JK. Uno can be pretty fun. Although it’s definitely the most basic and luck-based card game of all time.)
Something I've seen people do is mix up several versions worth of Uno cards. Though it was intended for many people, that's still pretty chaotic with 3 people. Add some house rules and it's pretty fun.
It's nice and all but the point of UNO is to be highly portable so you can have the 10 most boring minutes of your life anywhere. Making it this complicated and fun on top of that? Sorry but I'd rather stick to more traditional sources of tedium and suffering instead.

It's more like if you have face up cards that negates effects
The reason that it only gives you uno is that, just like exodia, you need to collect 5 for the win. The last piece is the card in your hand.
