Surface tension is actually the reason why that would work. As far as I know, the trick is a very thin layer of mesh that allows water to be poured in, but it cannot be seen if the cup is held in the right way. Normally, water spills out because the surface tension is not high enough; simply because the area, or hole, that the water can escape is large. The mesh, though, has hundreds of little holes that will provide enough surface tension for the water to remain in the cup. Now, that video does not do that because of the shaking, therefore it is probably completely sealed off. With the mesh trick, you will see magicians the "magically" let the water drop on their command, proving it is not sealed off.
