This means that there is no actual monitoring and supervision of the projects. COA said the required detailed engineering activities were never undertaken,” he said. Marcoleta said COA also noted that the funds the Baguio City received for the construction of a multipurpose building and the athletic oval bowl in Burnham Park were used to pay the progress billing of a separate city project “in violation of the project’s Memorandum of Agreement and in violation of the GAA of 2021. That’s diversion.” “Madam Speaker, the accounts of the special education tax and the real property tax amounting to P456 million could not be ascertained. Why? Because of the unreconciled difference between the reported balance of the City Accounting Office and the reported tax due of the City Treasury Office in the amount of P265 million pesos or a discrepancy of some P191 million. As of December 31, 2022, Marcoleta said the total unsettled notice of disallowances and charges as audited by COA totaled P235 million. He added that of Baguio’s P405 million Local Disaster Reduction Management Fund only P106 million were utilized. “Why? Why do they have to withhold the services that are due to the constituents of Baguio? Why is it that COA was able to note a time deposit of the City of Baguio in the amount of P4.3 billion. Bakit hindi po nila gastahin? This is supposed to mitigate the effects of the environment, to shield and protect the people of Baguio. Bakit po iipunin ang P4.3 billion in the treasury-in the banks at hindi gamitin?” Marcoleta said Magalong’s claim that he and some of his colleagues were willing to let go of a portion of their pension is “okay” but too small. The lawmaker said that Magalong should convince other mayors to instead give up their confidential funds. He added that Magalong has P2 million confidential funds per year. “Whatever amount that you will be able to produce, I will ask the leadership of Congress to match that, maybe five times of the amount that you will be able to produce so that we can address the problem of our national budget,” the solon added. “Pero ‘wag kang magpaparatang. Do not point the accusing finger to the legislature. The legislature is much more greater than the sum total of its parts. Do not generalize,” Marcoleta stressed. Marcoleta said that he reacted to Magalong’s remark in his radio program and discussed the 2022 Annual Audit Report of the Commission on Audit (COA) regarding the 347 priority projects of Baguio City totaling P943 million, which were intended to improve socio-economic and environmental services but were never implemented.
The report showed that 40 of the ongoing partially implemented projects were terminated because they incurred substantial negative slippage. Twenty-six of the projects valued at P40 million incurred negative 15%, Marcoleta added.
“What does this mean, Madam Speaker? This means that there is no actual monitoring and supervision of the projects. COA said the required detailed engineering activities were never undertaken,” he said.
Marcoleta said COA also noted that the funds the Baguio City received for the construction of a multipurpose building and the athletic oval bowl in Burnham Park were used to pay the progress billing of a separate city project “in violation of the project’s Memorandum of Agreement and in violation of the GAA of 2021. That’s diversion.”
“Madam Speaker, the accounts of the special education tax and the real property tax amounting to P456 million could not be ascertained. Why? Because of the unreconciled difference between the reported balance of the City Accounting Office and the reported tax due of the City Treasury Office in the amount of P265 million pesos or a discrepancy of some P191 million.
As of December 31, 2022, Marcoleta said the total unsettled notice of disallowances and charges as audited by COA totaled P235 million.
He added that of Baguio’s P405 million Local Disaster Reduction Management Fund only P106 million were utilized.
“Why? Why do they have to withhold the services that are due to the constituents of Baguio? Why is it that COA was able to note a time deposit of the City of Baguio in the amount of P4.3 billion. Bakit hindi po nila gastahin? This is supposed to mitigate the effects of the environment, to shield and protect the people of Baguio. Bakit po iipunin ang P4.3 billion in the treasury-in the banks at hindi gamitin?”
Marcoleta said Magalong’s claim that he and some of his colleagues were willing to let go of a portion of their pension is “okay” but too small.
The lawmaker said that Magalong should convince other mayors to instead give up their confidential funds. He added that Magalong has P2 million confidential funds per year.
“Whatever amount that you will be able to produce, I will ask the leadership of Congress to match that, maybe five times of the amount that you will be able to produce so that we can address the problem of our national budget,” the solon added.
“Pero ‘wag kang magpaparatang. Do not point the accusing finger to the legislature. The legislature is much more greater than the sum total of its parts. Do not generalize,” Marcoleta stressed.
Marcoleta also likened Magalong to a pot telling the kettle black. “Para pong sinabi po no’ng palayok, ‘Hoy ikaw kawali, ang itim-itim mo’.”
In his radio program, Marcoleta also mentioned illegal gambling operations at the nose of the Mayor of Baguio City. He mentioned the alleged illegal gambling operation on Otek street, DapA-y, Kayang-Hilltop, and Buknawan.
“Inamin niya po ‘yon. Sabi niya, ‘hindi ko naman problema ‘yong mga pasugalan. Trabaho ng pulis ‘yan.’ Sino po ba ang naglalagay ng pulis sa isang siyudad, Madam Speaker? Hindi naman ako kaniya kumukuha kung ano man ang nagaganap sa pasugalan. Kung hindi ka nagkakaroon, bakit hindi mo ipasara o ipatigil? Masyado naman yatang obvious ‘yon,” the solon pointed out.
Marcoleta also noted the statement of Magalong: “huwag n’yong pakikialaman ang Baguio.”
“Ayaw mo pa lang pakialaman ang Baguio, ba’t pinakikialaman mo ang legislature? Did he forget, Madam Speaker, that Congress, aside from legislative functions, meron po tayong dalawa pang natitirang functions.”
