Should I put fabric filter under my base Rock before I build my retaining wall on top of it?

I am building a 70ft x 3ft retaining wall, I will be installing 4" perforated drain pipe and Teeing off to daylight every 8ft. Will it be good to use 2 inch pipe for daylight drainage instead of 4"?
