Why is SEBI "Warning" unregistered advisors and NOT taking Action against them?

- Sebi (Securities and Exchange Board of India) is currently in a warning mode. They are giving warnings to advisors who are not registered with them. Sebi is saying that this time they are just giving warnings to these unregistered advisors. But if they make the same mistake again, Sebi will take action against them.
In the last 20 days, Sebi has only given warnings to 7 unregistered advisors. The last time Sebi adopted this warning method was in 2007 when they used to warn brokers.
Sebi's 2013 IA and 2013 RA regulations say that if anyone wants to give tips or recommendations in the stock market, they must take a licence from Sebi. If someone doesn't do this, strict actions will be taken against them.
Recently, Sebi has moved to the warning mode. Vishnu Sharma, who is an unregistered investment advisor, was given a warning on February 28, 2024. On the same day, Mohammad Sharukh Kurashi, who used to run a website called advancetrading.co where tips and recommendations were given, and many other unregistered advisors received warning letters within the last 20 days.
In these warning letters, the same document was sent to all these unregistered advisors, just changing the name.
But it's not just about sending warning letters. Some advisors are also receiving notices or summons. Now, it's important to understand which cases Sebi is sending notices for and in which cases they are just giving warnings.
