Please say I am misunderstanding this; we pay for pre-order for an expansion we have no clue if it would be good. On top of that you have to do things in-game in order to receive the items you pay for? I really hope I am just confused and that Blizzard is really not this stupid.

They did something like this with Shadowlands with a mount where it gives you a quest to get an appearance. This one however sounds like you get a lot more out of it than the Shadowlands one. Shadowlands you had a quest where you farm a small currency by just doing basically anything that involves killing things your level - this sounds a lot more involved and you get a lot more reward out of it. The Shadowlands epic edition was worth like $80, and had basically the same thing that this $90 bundle gives, but the cosmetics actually provides even more stuff to do in the game than just simply "you just get the appearance." Like, this video describes and showcases something I think would be fun to do that's not just "kill x amount of things." Instead it's you get the thing, but also if you do stuff with the thing you get more of the thing.
The big thing though is guaranteed beta access, which is something that's incredibly sought after for the few people who were interested in going into it. It's like $10 extra just for that alone I think.
Either way, I can't make financial decisions for you, but I hope this helped provide perspective.
