Because if I'm not mistaken Tear was once Kagali's maid who also died during Milim's rampage Kagali revived her but retained her memory of who she was once. So about Laplace it seems that his spiritual barrier of his soul was damaged causing his memories to be erased or broken. Because in Tensura it was the spiritual barrier of soul that holds the memories of individual.
