In real life they are friends. Freixo helped BOPE in real-life rebellions.

Both Nascimento and Fraga are real people that inspired thos roles: Marcelo Freixo (a left wing politician and human rights activist) and Rodrigo Pimentel (a former captain of BOPE). Both of them appear in the movie. When Fraga is giving a lecture in university @5:41 it shows 2 guys in the 1st row. The one with a brown T-Shirt is Marcelo Freixo. When Capt. Nascimento walks in the restaurant @25:15 the guy the says 'well done' in a blue shirt is Rodrigo Pimentel. In real life they are friends but have an opposite opinion about public security, law no drugs, police, etc.

This riot at the start of the movie is based on a true event. It happened in 2002, in Bangu 1, and it probably worked out just like the movie showed. The members of the faction Comando Vermelho invaded the other gallery, which was reserved to it's rival, ADA. The boss of the other faction was killed and his body, carbonized.
The major difference is, in the actual event, there was no execution by the BOPE. The criminals were arrested, and, as far as I'm aware, no one was shot by the police.
The prision is only to 18 years old or more, but if you're less than 18 years old, have the Projeto Casa (House Project), the less than 18 are "prisioned" waiting complete 18 years old. Of course that math used in this movie is just to show a landscape! Hipotetic.

Two "easter-eggs" in this movie:
Fraga is a portrait of a guy called Freixo, a well-know leftist activist and politician here in Brazil. You can actually see him at 05:41 with a dark shirt (the real person watching his fictional counterpart).
Nascimento is Rodrigo Pimentel and you can see him at 25:10 clapping (blue shirt, in front of the waiter) and saying "parabéns" (which means "congratulations" or "well done" as in the subtitles).
Na verdade o Nascimento é um personagem fictício que reúne experiências de vários membros do BOPE, não apenas do Pimentel. Quase um Frankenstein de várias pessoas

Olá. Assisti seus vídeos sobre o Tropa de Elite 1 e Diário de um detento. Acho que eles são mais fáceis de serem entendidos por um olhar de fora. Como você disse, diário de um detento fala de uma realidade de prisões do mundo todo. Agora, Tropa de Elite 2 mostra algo que parece tão louco (como você repete várias vezes) para quem é de fora que soa como irreal. Exemplos: você coloca que a conta apresentada pelo ativista é ilógica, mas não é para ser literal, apenas uma crítica a política de encarceramento no Brasil, por exemplo, você pergunta se temos cadeias femininas aqui, e temos sim, e o curioso é que 90% das detentas estão lá por traficar pequenas quantidades de droga (em geral, maconha), o que chega a ser insano. A camisa estar suja de sangue e escrita em inglês se tornou um problema porque o mundo todo veria e teria cobrança, porque se dependesse do pessoal daqui ia ser tudo bem. Os aplausos no restaurante: só ler alguns dos comentários deixados aqui e você vai ver como a mentalidade nossa é de "bandido bom é bandido morto", quer dizer, não tem como alguém mudar de vida. Outras coisas também. Mas eu adoro suas reações, as formas como você percebe a realidade e a abertura para conhecer o novo.
