okay what i did was change this street name kiev city name kiev postal code 00012 number is 044 and random 7 characters thats the fix for the error i got also i dont know if it did anything but i also turned location of in my privacy settings

With the address, type in random ukraine adress in google. And try creating another account and choosing ukraine as the country and downloading it from that account, it should download. Once downloaded go to your settings and change your region back to united states(or wherever your from) and then sign out of that account and sign into your main account. Then finally load up the game and you should be good
