Hi, can I control load from one A) 48V battery to other B) 48V battery via Victron 100/20 without solar input in the way to provide that battery A can not discharge to 0%??

This wiring is perfect to powering starlink off grid 48v from controller load

10 gauge cable from the inverter... that's only 6 mm Square... that's only good for about 30 amps on a 2 meter run..
