Rather than grouping methods by file access, I'd look at what workflow does it belong to. Name that workflow as a class and group methods in that. More by association of entity than basic function. Also, if you have large blocks of code that can be split up, use a top level method that has a procedure pattern that will show the intent how they all relate to each other as a workflow while still being easily tested. This will help the Devs understand what the intended purpose is and where to look for changing or debugging.
It just happened to be the style guide for my work at the time, so when I started this project I just used the same style guide. Although now I think it's one of the few places I interact with that follows that style guide, so I think about changing it sometimes.

Yeah, I hadn't realized the focus was off until the filming was done. Something I'll need to keep an eye on in the future.
Why pascal case for the functions? If that was all I had to go on I'd assume they were classes or perhaps some type definition.
