Are you from Cebu? Have you been driving around Cebu from north to south, east to west lately? There are no towns in rural Cebu are underdeveloped. You can't find a town in rural Cebu as underdeveloped. Paved and scenic roads crisscross the mountains of Cebu linking the eastern and western coastal towns of Cebu passing through farm villages, scenic mountain passes and verdant hills and forests.

When Duterte cancelled the funding of Metro Cebu Expressway in last quarter of 2019 and decided to offer it as a PPP project, MPIC quickly submitted its offer to NEDA in early 2020. However, NEDA has never acted on it yet for almost 2 years already. Yes, MCX has long been cancelled by Duterte since 2019. The only funds released by DPWH so far were for the acquisition of ROW, one in 2018 and another in 2019. The ongoing construction activities which we can see on this video are funded by the Cebu Provincial government, not by DPWH or the national government. That's the collateral of Cebu City to the total cost of the project which is now a whopping P57 billion. So Cebu Province would contribute P5.7 billion as its collateral to the project which is now being spent for the Phase 1 of the Segment 3. If you check the status of the project in DPWH website, no civil works were started yet by the national government.
Duterte won't continue the project started by Pnoy or the previous admin. The Cebu BRT was a national government project which was approved during Pnoy time but Duterte minions don't like it implemented during his term. DOTr Secretary Tugade has always promised to finish the Cebu BRT since 2017 (he promised to finish it 3 times already and failed just as many times) Earlier this year upon his visit to Cebu, he told the local media that Cebu BRT will be partially operational by December 2021 at least the South Bus Terminal to Fuente Osmena segment. Now, we're just 5 days away before December but no ground movement has ever taken placed along the specified segment. So in Cebu, there are no substantial projects from the national government have been completed or nearing completion. Very unfortunate for Cebuanos who got scammed by Duterte in 2016.
also here in Davao, so many big tickets pending like Davao-Samal Bridge, Davao Expressway, Davao Monorail, High Priority Bus System (HPBS), the ongoing under construction is Davao Coastal Road 18kms. and Mindanao Railway soon in 2023 1st quarter

No matter who's sitting in Malacanang, as long as private property owners are stubborn enough not to give in to the demands of the DPWH, NO PROGRESS will happen. The reason for that is due to voting power of the affected owners as they will vote on the opposing party as a revenge for their loss on their properties, local LGU officials are very aware of that. That's the reason why the proposed access to the 3rd bridge from Pasil/Ermita area parallel to the Guadalupe River was scrapped by Tomas Osmena out of his "love" for the affected residents.
