Indians, white, Chinese, etc. You enact laws that ensure they spend their resources in the country and communities. Taxation is universal, but you could aslo market other products or implement laws that ensure they do invest back in the community. History has shown us just chasing them out without a plan doesn't do anything but destabilize production.
