One issue that is troubling the bureaucracy is the archaic rules and laws made during british rule which is not in tandem with the present dynamic society of digitalization. This calls for some dynamic decision making which is hampered by archaic laws. Hence a typical bureaucrat either avoids a decision or takes decision under pressure from political bosses or makes an affected person to go to court or takes bribe to take a bold decision. That is how for everything and anything people rush to courts where tire system is involved but this may be welcomd by bureaucracy to take action as per court without any risk. There is need for throwing all the archaic rules and bring in new dynamic rules which should be coupled with motivation by political bosses in positive way. I think BJP government has already started to take action in this regard but again some people will go to court to delay these process to break the speed of PM MODI JI.
