I am thankful in my area we have a rent to own band instruments. They are new beginner or used instruments. That's how I got my beginner Yamaha. The local music store will also travel to the area schools once a week during marching season to do simple repairs as needed.
I have the "glory" brand flute w/ the open holes and the B foot, it was around 200. (I have the "engraved", so its lip plate is engraved, the keys have embossed borders and the joint bars are textured) It's a really nice step up from that one for about $100 more. It has most of the options, offset G, split E and gizmo. Ya might consider that one for another "budget" option.
