There's no "sensibly" about it. He's obviously speeding by a large margin, even considering the fisheye lens. It's incredibly dangerous. Cars don't expect you to be going faster than the speed limit (because why should they?) so they will happily merge in front of you even if it forces you to brake due to your excessive speed. I actually don't blame him for wanting to speed given how low the speed limits in South Korea typically are, but it doesn't make it not dangerous.
