I think it's an optical illusion due to the extreme slope of the shoulders on this bass. If you look to where the neck meets the shoulders, it is much higher than where the actual slope of the shoulders begin
A lot of guys who play in thumb position a lot keep their endpin up higher. You can see that the nut of his bass is several inches above his head, which is high if you are playing in an orchestra but pretty normal if you are playing a lot of solos in thumb position. This puts less strain on your back because you don't need to lean forward so much for the high notes.
Master...you just always do this vibrato from feel, from your amazing, superhigh quality. But! dont have CONTROL in your exercise and it is not good and dont useful...

I believe that he is playing a full size 4/4 bass over a 3/4. I saw him play such an instrument when he came to my high school in 1991!
