All floods has free rage as nothing is done to stopped. No rivers deepen, no levee built most important no dams and pumps systems, no artificial lakes, - criminal negligence. Holland was flooded , china along Yangtze flooded, but all that stops with flooded systems. And no water for droughts. It's blessing to have free water, all we need to catch it,
