You see music genres are not quite as tight as you would think. If a genre would always sound the same it would get boring. Phonk originates from hip-hop wich naturally has lyrics. And there's nothing weird with lirycs in phonk. Phonk has varying levels of aggressiveness. I would consider those songs phonk even though the vocals do sound like In metal and the instruments sound a lot harder than usual. However the lines between genres are not hard set so I guess you don't have to consider it phonk if it doesn't feel like phonk you
Phonk is like a subset of rap and EDM. It usually consiste of electronic music with an obvious bass beat (those drums) and paired with other electronic instruments. Usually fast passes and some other minute details they went into. Then that isn't really rapping, usually rap has a progression and story... Phonk usually takes clips of songs or raps (like Brazilian dance music for ex) and then adds some filters and chops it up a bit. Which all of these songs satisfies this description to some degree
