@@L4ftyOneoh really? Because eBay won't refund you.
      It specifically says "no refund"
Ain't you ever been to a brick and mortar store that has a sign "all sales final"
I don't know what law you think you're talking about, but if it says "no refund" then they don't have to refund you.
It's called Caveat Emptor, which is legal speak for "buyer beware"
If you bought it and it said "no refund" then in the process of giving them money, you AGREE LEGALLY that you cannot be entitled to a refund.
That's all the TOS shit you agree to with a smartphone, the agreement YOU clicked waives your legal rights away.
Same thing with buying anything that says "no refund", you are entering an agreement by purchasing the items, you are waving your right to a refund.

Two GPU mystery loot boxes are exactly how I got acceptable skills with my hot-air station. I'm no NorthwestRepair, but at least I don't explode caps or lift pads anymore (well, most of the time). Also, the better the GPU in one of these bin o' parts, the more likely it's to be broken in interesting ways, so they make for a great diagnostic learning experience. One of the most rewarding things I've ever accomplished was diagnosing and fixing a very badly banged up Radeon RX 580 (it was even missing components) that came in the second box (it was the star of the box, but it was also completely borked).
So, while I wouldn't buy one of these bundles looking for a diamond in the rough, they're great if you want to get better at fixing stuff.

We all saw the GTX 570, testing how that can keep up would be quite interesting. The GTX 580 was about as fast as a GTX 660 Ti when the latter released.
The 660 Ti is faster than the 750 Ti. The GT 1030 sits between a 750 and 750 Ti. So the 570 could be somewhere around a 750 Ti terms of performance.
Sadly it seems to have problems. Might be worth reflashing the BIOS, perhaps even reflashing a slower clocked BIOS (or modding your own) Could be an interesting thing for a future video. Finding out what clocks and voltages run stable.
The Radeon VE/7000 wasn't just the slowest Radeon, it was the low-end model of the first series of Radeons and should sit between a Rage Pro and a Rage 128 performance-wise. It's display output is also pretty good and can be a decent alternative to a Matrox card when running a Voodoo.
The newest drivers are 6.1 for Win 98 and 2000 and 6.11 for XP.
And yes, the performance is horrible. I have a Ti 200 which pulls 120 FPS in 1024x768 and about 110 fps in 1280x960 in Unreal (my Pentium 3 is clearly holding it back at low resolutions), but I tend to play at 640x480 because that just looks more appropriate on my CRT.
The snapping window issue might be related to the monitor software. I've seen people having the same issue with a RX 5700 XT and a Dell monitor.
The X1950 GT would make for a neat ca 2006-07 XP retro rig. Sadly it and the GTX 460 would both need a reflow.
The MX 440 is just meh. I guess if it works it's not bad for DX7, but at that point any Geforce 2/3/4 and R200/R300 based Radeon would make a much better option. And they also do DX8
The MX 4000 (or rather PCX4300) drivers aren't under geforce but under legacy drivers. But the last ones are for XP, beta version 93.81 and production branch version 93.71
The biggest surprise is the QUadro NVS 380, which is supported in driver release R340 for Windows 10 from late 2016, which is quite a surprise considering its halfway between a FX 5200 and a FX 5200 Ultra.

I remember when I was in my SR year of high school (1995) I was deeply entrenched in the graphics card wars. I went from Diamond Stealth, 3Dfx Voodoo (in my opinion the greatest cards & chipsets in history) & then I switched to Matrox because it was king at one point. I even had a card made by Intergraph after talking with the guys at their booth at Star Trek 30th Anniversary "One Weekend on Earth" in Huntsville, AL. I gave up on GPUs when they started costing the equivalent of a mortgage payment. I currently have an Asus ROG i9 12th Gen laptop with an RTX3070 Ti (mobile version chipset).

I’m gonna chime in here as probably one of the more GPU heavy channels and a VERY avid graphic card collector. This was a fun video to watch as I love seeing people do these, but yes unless you are buying these GPU bundles for fun or for RUclips content I would avoid them. I will say these days they are actually not as hit or miss as they used to be due to the fact there is very little money to be made off GPU bundles anymore. It’s not the 2010s anymore and who’s gonna buy a bundle of 10 series GPUs. So I will say in my own experience having bought a few of these bundles and doing one on video as well that usually they ARE untested GPUs cause seller will not go through the effort. I honestly think budget got unlucky and got one where the seller genuinely knew the conditions of these cards and chose to sell them this way. Couple tips if you plan to do something like this. One, make sure the eBay listing says for parts and not working. If you buy one that says used then you could get one of those bundles and if the GPUs aren’t working argue it back with EBay and they will usually side with you due to the seller saying they completely worked. eBay in my opinion tends to send more with the buyer than the seller. Two, avoid recyclers or large liquidators. They almost ALWAYS test these things as they get them and will do whatever to make a quick buck even at your expense. Try to buy from some random dude who very likely shoved these in a closet for years and just wants them gone. Third and this is gonna sound crazy, but GPUs that are dirtier are generally more trustworthy than something cleaned up. If it is cleaned up then someone very likely knows the condition of the cards. Finally and this is rare, but occasionally you can message a seller and they MIGHT actually test the cards for you before hand. I’ve had this happen a number of times and these people just want these cards GONE and will do whatever you want to get them out their sight. Anyway. Great video budget, sorry you didn’t luck out, but that is how it is.

Why would a candle shatter ?
Watching TIkTok instead of doing actual school work in school, I'm still going to question your statement and insist that LEDs are the only light technology that ever existed outside of candles made from goose fat.
Okay, I know I can't keep this charade up any longer. You can tell I'm 43 years old because I learned how to spell in school because back when I went to school, teachers actually had the power to take away whatever pocket device you tried to play games on during class.
Anyway, back to knowledge flexing: incandescent bulbs were a coal-based hurricane lamp that relied on witchcraft to produce light. They were first invented in Latvia in the middle ages and were a direct cause of the bubonic plague. See, God didn't approve of Man using black magic to light his igloos up, and so he unleashed 7 great plagues upon mankind.
      1 bubonic plague
      2 plague of frog spawn
      3 lawyer plague
      4 interior decorator plague

Also The PCI NVS is quite a good cheap windows 98 card for motherboards that lack AGP its fast, has win98 drivers but it has some VESA resolution issues. lastly Using a rubber on pins brush off and use isopropyl alcohol is often overlooked for memory and card revival, carbon builds up on the pins if they have been out of a PC for ages. For those GTX 5xx cards, a lot had an IHS on top of the GPU die and the paste ubderneath would dry out and force reduced clock speed. I had quad SLI GTX 580's and chose to RMA them instead of popping the IHS myself.
Eventually, i had four stable at stock clocks and all of those finalcopies came w/o the IHS and ran great until I retired that system
